Should I provide a gardener/yard care provider?

If the property is a multi-family building, then yes, you should hire someone to care for the yard.  Tenants who choose to live in multi-family buildings expect yard care to be provided.  Very few have the equipment and almost all lack the skills to properly care for the property.

Single family homes are different.  In the most markets, the tenants typically care for the yard.  Few do a great job, most do an okay job, and some do a poor job.  If your home has elaborated and high maintenance landscaping (You know who you are, golf course type grass, w/ tightly manicured shrubbery, w/ sprinkler systems), we highly recommend that the property owner pay to have the yard care provided by a professional.  Depending on the rent range, we often can pass this cost onto the tenant.
